PURPOSE: An evaluation server for evaluating performance of feature based filtering technology and a method thereof are provided to evaluate performance of a content distinguishment system. CONSTITUTION: A business operator terminal transmits application information, which applies performance evaluation, to an evaluation server through a web server which is connected to the evaluation server(S210). The evaluation server approves the performance evaluation of the business operator terminal(S220). The business operator terminal transmits a filtering extraction unit, which is included in the business operator terminal, to the evaluation server(S230). A content extraction unit of the evaluation server generates extraction data which extracts features of content by using original content and transformation content(S240). A performance evaluation analysis unit of the evaluation server generates evaluation data by evaluating performance for the filtering extracting unit(S250). When an accuracy result is over a predetermined reference by using the evaluation data, an authentication certificate generation unit generates an authentication certificate(S260). The authentication certificate is transmitted to the business operator terminal through the web server(S270).
