<P>PROBLEM TO BE SOLVED: To generate detection conditions for clearly discriminating confidential documents from non-confidential documents, and to efficiently merge detection conditions across departments of a company, or the like. <P>SOLUTION: A learning sample document storing part 303 stores a plurality of sample data of confidential documents. A detection condition generating part 106 acquires a plurality of sample data corresponding to a plurality of departments where the merge execution authority is approved to a user who uses the merge execution authority.
