PURPOSE: A frequency assignment operating method in a mobile communication system and a device thereof are provided to effectively use resources according to traffic situations by dynamically operating a plurality of channel cards. CONSTITUTION: A CO(Central Office) processes a signal for a plurality of cells corresponding to lots of wireless signal processing units through a plurality of channel cards. The CO measures load for each cell through the plurality of the channel cards(303). The CO determines FA(Frequency Assignment) in each cell by considering load in the measured cells(307,319). The CO operates a plurality of the channel cards according to the FA in the determined cells(309-313,321-329).
