A base station providing a wireless communication area and connected via a gateway with a core network comprises an interface for receiving setting as to whether or not each wireless resource block divided from a wireless resource available in the wireless communication area provided by the base station can be assigned to terminals located around a border of the area and whether or not each block can be assigned to terminals not around the border of the area. A plurality of profiles defining assignment restriction of the wireless resource are specified through the interface. When an identifier of the profile is specified, the assignment restriction indicated by the profile of the specified identifier is applied to assign the wireless resource.
