A method for monitoring motor vehicle traffic wherein each of the motor vehicles being monitored has an onboard computer and an interlock system whereby the motor vehicle can be operated, fully, limited or not, after a driver identification has been entered into the onboard computer, the method comprising providing a motor vehicle position data (GPS input) into the onboard computer, providing an emitter in a monitored zone wherein the emitter provides at least one traffic parameter to the onboard computer and the onboard computer is capable of recording an infraction of the traffic parameter, and sending information about the infraction to a governmental authority and storing it on the driver's identification card.
