<P>PROBLEM TO BE SOLVED: To allow accurate information to be acquired without processing load in processing of information related to a designated district. <P>SOLUTION: Corresponding meshes are specified by combining meshes different by size hierarchies on the basis of positional relations between a range on a map indicated by area information as vector information and a range on the map of meshes in respective size hierarchies, so that the minimum number of meshes covering the area information right can be specified.
