<P>PROBLEM TO BE SOLVED: To manage usable points at a shop for each customer and to restrict or allow use of the points according to an accommodation state of the customer at an accommodation facility. <P>SOLUTION: A point management device 1 capable of communicating with an accommodation facility terminal 3 and a customer terminal 2, has a customer information storage section 1A that stores customer IDs, point balances and flags indicating a use restriction of points in association with each other. When a use of the accommodation facility by a customer starts, a use restriction management section 11 refers to the customer information storage section 1A, and cancels the use restriction of the points by the customer. In the event that the customer enjoys service by a shop, a use restriction determination section 12 refers to the customer information storage section 1A, and determines whether or not the use of the points is restricted, and only when the restriction of the use is canceled, a point presentation screen for allowing the use of the points is transmitted to the customer terminal 2.
