MOVING IMAGE DECODING APPARATUS AND METHOD

PROBLEM TO BE SOLVED: To provide a moving image encoding apparatus and a moving image decoding apparatus in which additional information of motion vector selection information is reduced while increasing degree of freedom for motion vector calculation.

SOLUTION: A moving image decoding apparatus which performs motion compensation prediction decoding to a moving image, comprises: a selection information decoding unit adjacent to a block to be decoded decodes selection information by switching a code table according to the number of usable blocks as a decoded block having a motion vector; a motion vector selection unit which selects from the usable block a motion vector shown by the selection information decoded by the selection information decoding unit; and an image decoding unit which performs motion compensation prediction decoding to an image to be decoded by using the motion vector selected by the motion vector selection unit.
