<P>PROBLEM TO BE SOLVED: To suppress increase in circuit scale and power consumption, avoid a limit of outgoing band, and transfer an incoming frame to a host device corresponding to the ONU. <P>SOLUTION: When an incoming frame is received, a frame transfer processing part 20 obtains SNI selection information corresponding to LLID of the incoming frame from a LLID table 23.
