MOVING IMAGE ENCODER, CONTROL METHOD OF THE SAME, AND PROGRAM

PROBLEM TO BE SOLVED: To realize intra TP movement prediction while suppressing increase in circuit scale.

SOLUTION: A moving image encoder for prediction encoding of a moving image using inter prediction and intra prediction comprises: storage means for storing an encoding-target image; reference image storage means for storing a reference image for prediction encoding; prediction mode determination means which determines an inter prediction mode or an intra prediction mode as a prediction mode on the basis of the encoding-target image and the reference image; and encoding means which performs prediction encoding of the encoding-target image in accordance with the determined prediction mode. The prediction mode determination means determines the prediction mode, using a pattern matching unit to be used for the inter prediction also for the intra TP movement prediction.
