PURPOSE: An oil-in-water type makeup cosmetic composition containing lypophilic ingredient-coated carbon black and hydrophilic powder is provided to ensure oil-in-water type formulation stability without a separate surfactant and excellent persistence in water and sebum. CONSTITUTION: An oil-in-water type cosmetic composition contains lypophilic ingredient-coated carbon black and lypophilic powder. The particle size of the carbon black powder and lypophilic powder is 0.0001-1 micrometer. The lypophilic powder is selected from a group consisting of silica, barium sulfate, calcium carbonate, titanium dioxide, cellulose, nylon, alumina, talc, and carbon black. The composition contains 0.1-30 wt% of based on total weight of an inner phase. The carbon black powder and the lypophilic powder are mixed in a ratio of 1:5-5:1.
