<P>PROBLEM TO BE SOLVED: To provide a waveguide optical device capable of suppressing a propagation loss even if a curvature radius of a ring waveguide is decreased, and a manufacturing method of the device. <P>SOLUTION: A waveguide optical device 30 comprises: a base plate 40; and a ring waveguide 32 formed on the base plate 40. The ring waveguide 32 is constituted by a ring-shaped core 42 and a clad 43. A slab layer 33 which is thinner than the ring-shaped core 42 and which is formed with a predetermined width along an inner peripheral surface of the ring-shaped core 42 is connected to the inner peripheral surface of the ring-shaped core 42.
