<P>PROBLEM TO BE SOLVED: To provide a copolymer for a water-based primer and a water-based primer composition having high permeability to a base material and having adhesiveness and water resistance in a good balance. <P>SOLUTION: The copolymer for a water-based primer comprises a core-shell type acrylic resin emulsion obtained by emulsion polymerization of a hydrophobic monomer (B), which contains 50 mol% or more and 100 mol% or less of alkyl (meth)acrylates having 1 to 8 carbon atoms in an alkyl group, in the presence of a water-soluble acrylic resin (A) having an acid value of 35 to 100 mgKOH/g.
