PURPOSE: A data transmission speed control device to provide fairness between the flows and a method thereof are provided to control a transmission method based on a monitoring result by monitoring the influence on other flows. CONSTITUTION: A first transmission unit(120) transmits data using a first transmission method used based on a reference to provide fairness between the flows sharing a network with a second transmission method. A second transmission unit(130) transmits data with the second transmission method. A transmission speed calculation unit(140) compares the transmission speed of the first transmission method with calculated reference transmission speed during the transmission of the data. When the transmission speed of the first transmission method is under the reference transmission speed, the transmission speed calculation unit controls the transmission speed of the second transmission method in order to transmit the data.
