PROBLEM TO BE SOLVED: To provide a substrate with substantially vertically aligned carbon nanotubes that exhibits excellent transferability and is capable of transferring a carbon nanotube layer with a more uniform thickness than in the past.

SOLUTION: The substrate with substantially vertically aligned carbon nanotubes is a substrate on which carbon nanotubes are substantially vertically aligned, and is characterized in that on the substrate side of the longitudinal center of the carbon nanotubes, there is a section in which the carbon nanotube density is lower than in other sections and/or a section in which the carbon nanotube diameter is lower than in other sections in a plane substantially parallel to the substrate.
