<P>PROBLEM TO BE SOLVED: To easily and continuously utilize software. <P>SOLUTION: When an instruction to generate a virtual machine from a first device and designation of software to be executed by the virtual machine are received, a management device 10 generates the virtual machine and performs control so that the software can be executed on the generated virtual machine. The management device 10 performs control so that the software is executed by the virtual machine in response to an execution instruction for processing of the software transmitted from a second device, and a processing result of the executed software is transmitted to the second device. When the virtual machine is generated, the management device 10 sets a charging destination related to utilization of the virtual machine to a charging destination which corresponds to the first device.
