The present invention relates to a method for recovering valuable metals from slag and an apparatus for manufacturing multifunctional aggregates. The apparatus for manufacturing the multifunctional aggregates includes: a slag reforming processing pot (10) in which molten slag discharging from a converter or electric furnace is stored; a reducing agent introducing part (20) introducing a reducing agent for recovering valuable metals from the molten slag into the slag reforming processing pot (10) through an upper portion of the slag reforming processing pot; a reducing agent inflow part (25) introducing a reducing agent for recovering the valuable metals from the molten slag into the slag reforming processing pot (10) through a lateral lower portion of the slag reforming processing pot (10); and cooling units (30, 40) performing bubble generation and cooling control on the molten slag in which the valuable metals are recovered to form a porous lightweight material.
