<P>PROBLEM TO BE SOLVED: To reduce or eliminate compression errors generated by quantization. <P>SOLUTION: An image compression unit 11 in an overshoot compensation unit 23 provided in the display control circuit accumulates errors generated at quantization for each frame, and creates a rounding information table 16. In decoding data, an image decoding unit 15 decodes data from quantized values and corrects the decoded gradation data in accordance with contents in the rounding information table 16.
