A minimally invasive tool to facilitate implanting a pedicle screw and housing is provided. The minimaly invasive tool includes a first sleeve having flexible tabs that couple to a housing and a second sleeve slidably engaged in the first sleeve. The second sleeve provides reinforcing such that the first and second sleeve provide counter torque for driving the pedicle screw.
