PURPOSE: A developing cartridge and an image forming device including the same are provided to use a hollow tube component for a charge unit of the developing cartridge, thereby reducing noises generated in a discharged developing process through the flexibility of the tube component. CONSTITUTION: A shaft(110) of a charge unit(100) receives a charge voltage. A tube component(120) made of a conductive material surrounds the shaft and touches the surface of a photoconductor. A conductive component(130) is arranged on the inner surface of the tube component and enables a current to flow in the shaft and the tube component. A buffering component(140) is placed between the shaft and the conductive component. The central part of the shaft is thicker than both end parts of the shaft in a lengthwise direction along a central axis.
