PURPOSE: A handover device between the heterogeneous communication networks and a method thereof are provided to prevent handover to a communication network by measuring network quality of a back-end link of a network device transmitting a candidate communication network signal. CONSTITUTION: An echo request unit(102) transmits an echo request packet to an echo node. The echo node transmits echo response. An echo response reception unit(103) receives the echo response packet of the echo node in response to the transmission of the echo request packet. A terminal providing unit(104) provides the echo response packet to a handover terminal. The terminal providing unit provides network quality information measured based on the echo response packet.
