<P>PROBLEM TO BE SOLVED: To provide a bag-making and packaging machine in which the position of a hem forming part can be easily adjusted. <P>SOLUTION: The bag-making and packaging machine makes a bag B in which a material to be packaged C is packaged with a sheet-like packaging material F, and includes a conveyance part 3, the hem forming part, a forming part 61, a first sealing part 62, a first detection part 81, and a position adjustment part. The conveyance part 3 conveys the sheet-like packaging material F. The hem forming part forms a hem in a conveyance direction in the sheet-like packaging material F conveyed by the conveyance part 3. The forming part 61 forms the sheet-like packaging material F in which the hem is formed by the hem forming part into a rectangular cylindrical packaging material. The first sealing part 62 thermally seals both width-direction sides of the rectangular cylindrical packaging material. The first detection part 81 detects whether the hem is in the predetermined position of the rectangular cylindrical packaging material.
