PURPOSE: A water-in-oil type transparent composition for UV protection and a method for manufacturing the same are provided to ensure formulation stability by controlling difference of refractive index between an oil phase part and an aqueous phase part by 0.05 or less. CONSTITUTION: A water-in-oil type transparent composition for UV protection contains 20-80 wt% of an oil phase part and 20-80 wt% of an aqueous phase part. The oil phase part contains oil, a surfactant, and a UV protection agent. The aqueous phase part contains a moisturizer, purified water, and the UV protection agent. A method for manufacturing the composition comprises: a step of heating the oil phase part at 70-90 deg. C and measuring refractive index; a step of dissolving the aqueous phase part at room temperature and controlling the difference of refractive index between the oil phase part and the aqueous phase part by 0.05 or less; a step of mixing the oil phase part and the aqueous phase part and stirring at 3,000-3,500 rpm for 15-20 minutes; and a step of cooling the mixture at 30-40 deg.
