<P>PROBLEM TO BE SOLVED: To provide a laser microscope generating an optimal vector beam by being fitted with a sample and an observation mode and having high resolution. <P>SOLUTION: The phase/polarization modulating device for modulating a phase and a polarization direction includes: phase modulating means that modulates the phase of an optical flux from a coherent light source; and polarization direction modulating means that modulates the polarization direction of the optical flux. The polarization direction modulating means converts linear polarization into radial polarization. The phase modulating means provides a phase distribution of a plurality of annular patterns (104), and the diameter of the annular patterns in the phase distribution is variable.
