<P>PROBLEM TO BE SOLVED: To provide an excellent improving agent for a fish paste product by improving tapioca starch, and to provide the fish paste product produced by adding the improving agent. <P>SOLUTION: Tapioca starch is acetylated with vinyl acetate to produce acetylated tapioca starch, and the acetylated tapioca starch is oil-processed to produce oil-processed acetylated tapioca starch. The oil-processed acetylated tapioca starch is used as the improving agent for the fish paste product. The oil-processed acetylated tapioca starch preferably has an acetyl group content of 0.2-1 mass%, and when a water suspension with a starch concentration of 6 mass% in terms of dry matter is placed in a continuously heated state from 50°C to 95°C while being stirred for 30 minutes and further held at 95°C for another 30 minutes, a breakdown value obtained by subtracting the bottom viscosity after holding the suspension at 95°C for 30 minutes, from the peak viscosity of the starch suspension is preferably 200 BU or less.
