<P>PROBLEM TO BE SOLVED: To supply sufficient electric power for operating a suspension mechanism while inhibiting electric power supplied from the exterior. <P>SOLUTION: A sequencer 150 compares electric energy charged in a secondary battery 130 and a threshold value pre-set on the basis of electric energy of regenerative electric power generated in a suspension mechanism and determines whether or not charging or discharging of the secondary battery 130 is stopped.
