<P>PROBLEM TO BE SOLVED: To provide an operation planning system and an operation plan creation method in which an operation plan targetting the reduction of environmental loads can be created while considering an allowable range of a user. <P>SOLUTION: Power generation amounts of various power sources are combined to create a supply curve S of power meeting one of patterns of a demand curve D stored beforehand. An environmental load exponent Ep with respect to a supply amount indicated by the supply curve S is calculated on the basis of environmental load information stored beforehand. Next, reducible amount information is stored beforehand for each of power consumption reduction characteristics of users, and a reduction required amount required for the supply curve S to be matched with a predetermined curve is calculated. On the basis of the reducible amount information, a reducible supply amount is calculated and a reduction enable exponent Dp is calculated by dividing the reducible supply amount with the reduction required amount.
