<P>PROBLEM TO BE SOLVED: To distribute an image of which resolution naturally changes corresponding to display magnification when distributing the image with resolution according to the display magnification designated from a terminal to the terminal. <P>SOLUTION: An image distribution server 1 includes: image storage means 11 which stores a plurality of hierarchical images in which an original image is hierarchized by resolution; request reception means 13 which receives a distribution request of an image from a terminal 2 connected via a network 3 with designation of display magnification; resolution determining means 14 which determines a resolution from the designated display magnification; image composition means 15 which generates a distribution image by respectively adding weight to two hierarchical images positioned in a hierarchy matched and adjacent to a hierarchy corresponding to the determined resolution, or two hierarchical images positioned in two hierarchies adjacent to the hierarchy corresponding to the resolution and by compositing them; and image transmission means 16 which transmits the distribution image to the terminal 2.
