The plant (1) has blades (53) arranged at a cylinder jacket (52) of a turbine rotating cylinder (51) and extended parallel to a turbine rotational axis (54). The blades rotate transverse to the axis. The blades are radially turned away from the jacket in an exposed position. The blades are moved on a side of the cylinder in a flow direction (A) of the water in the exposed position and do not produce water resistance on another side of the cylinder in an adjusted position during continuous rotation of the cylinder from the exposed position to the adjusted position. The blades are made of plastic and/or fiber reinforced plastic.
