Embodiments of the present invention provide a method for determining unnecessary handover, and a base station. The determination method comprises: if active time of a user equipment in a target cell is smaller than a preset first threshold value, determining that handover of the user equipment to the target cell is unnecessary handover. Through the embodiments of the present invention, determination may be performed on unnecessary handover more comprehensively, thereby further improving the accuracy of determination on unnecessary handover.
