[Solution] An ND filter includes a disk-shaped glass plate (210) and an optical layer (211) which is formed on the base material of the glass plate (210) and has a luminous transmittance that continuously changes toward the circumferential direction. The optical layer (211) is constituted by developed silver acquired by exposing and developing a silver halide photography emulsion.
