PURPOSE: An IMPCS system and a method for providing the same are provided to prevent illegal utilization of a personal line. CONSTITUTION: An IMPCS system(100) includes a detection system(110), a check system(120), a management system(130) and an information generation system(140). The detection system detects at least one of a CDS(Contents Delivery Server), an IS(Index Server) and a PMS(Peer Management Server), which constitute a PCSP system. The check system checks whether the PCSP system detected by the detection system is a system where PCS is allowed or not. The management system controls the usage of a target network apparatus like CDS, IS, PMS of the PCSP system when PCS is not allowed in the PCSP system. The information generation system transmits IMPCS information generated on the basis of network information received from an ISP(Information Service Provider) system to the PCSP system when PCS is allowed in the PCSP system detected by the detection system.
