A system and method of collecting and exchanging electronic documents comprises a server and a database to which a first user can upload electronic documents and/or electronic copies of documents via one or more input devices, such as smartphones, digital cameras, desktop computers with scanners, dedicated kiosks, etc. The server stores the submitted documents in the database and creates a ledger of the submitted documents evidencing what was submitted and when. The ledger and copies of the documents are provided, from time to time, to at least a second user associated with the first user, providing the second user with access to the submitted documents and evidencing when the submitted documents were made available to the second user.
