PURPOSE: A cushion washer for a vehicle and a manufacturing device thereof are provided to prevent a bolt loosening when bolting parts of a vehicle and to minimizing the generation of noise by absorbing impact with a mesh plate having electricity. CONSTITUTION: A cushion washer for a vehicle comprises a mesh plate(10), a plate member, and a supporting plate(30). The mesh plate is formed into a flat disc shape by weaving metal wires into a mesh net form and includes a through-hole in the center. The plate member includes a lower plate(22) and an upper plate(26). The supporting plate is joined to an edge portion of the mesh plate and includes a supporting unit in the bottom surface. The supporting unit with elasticity separates the mesh plate from a fastening face where a bolt is fastened, thereby absorbing impact.
