<P>PROBLEM TO BE SOLVED: To provide a headlight device, a headlight system or the like, that can form more light distribution patterns without spoiling reliability. <P>SOLUTION: The headlight device 110 includes a headlight 112, an LCD control part 114, and an LCD panel 116 as an optical modulation device. The headlight 112 is so structured to be enabled to irradiate light forward. The LCD panel 116 is arranged on a light path of irradiated light of the headlight 112, and is so structured to be enabled to control optical modulation ratios in accordance with irradiation positions of the irradiated light.
