<P>PROBLEM TO BE SOLVED: To prevent the improper operation of a shaft 4 and a valve lock due to the entry of foreign matter from the flow passage hole side to the bearing device side of a valve body 1. <P>SOLUTION: A bearing device for rotatably supporting a shaft valve (the shaft 4 formed integrally with a valve 5) in the storage hole 21 of the valve body 1 and the bearing hole 24 of a bearing holder 10 includes twin ball bearings 11, 12 continuously disposed in the direction of the rotating axis of the shaft 4, and an oil seal 13 disposed further on the flow passage hole side than the twin ball bearings 11, 12. The entry of foreign matter such as the particulate matter and welding spatters contained in the EGR gas from the flow passage hole side to the bearing device side (twin ball bearing side) of the valve body 1 through an insertion hole 26 can be prevented by the gasket function of the oil seal 13.
