<P>PROBLEM TO BE SOLVED: To restrain the occurrence of problems associated with radio signal confirmation work. <P>SOLUTION: When an operation signal output from an operation unit 23 is input, at which time if counting of a prescribed time (transmission inhibited time) by a timer 20A is in progress, a transmission control unit 20 does not generate a control command. Therefore, if an interval at which the operation unit 23 is operated on is shorter than the prescribed time (transmission inhibited time), an operation signal generated later is disabled in the transmission control unit 20, so that a switch element 12 can be avoided from being opened or closed while the stored electric power (charged electrical charge) of a capacitor included in a voltage conversion unit 16 of a receiver 1 is insufficient.
