<P>PROBLEM TO BE SOLVED: To provide a traffic signal information providing system and an information providing device for providing accurate signal information even in the case of monitoring a light contact which is flickering. <P>SOLUTION: A detection part 34 detects whether or not the light unit of signal lights (1, 2, 1P, 2P) is lighting, putting out or flickering. A specification part 35 specifies a point of time G1 when the light unit lights after it has been flickering in a longer time than a predetermined time on the basis of driving current detected by a detection part 34.
