<P>PROBLEM TO BE SOLVED: To provide: a silicone resin composition having an excellent transparency and heat resistance, having both thermoplastic properties and thermosetting properties, capable of reducing a thermosetting temperature, and furthermore, having an excellent flexibility; an encapsulating layer made from the silicone resin composition; a reflector containing the silicone resin composition; and an optical semiconductor device including the silicone resin composition, the encapsulating layer, and the reflector. <P>SOLUTION: An optical semiconductor device 11 includes an encapsulating layer 7 formed from a silicone resin composition containing: a cage octasilsesquioxane having a group represented by formula (1); an alkenyl group-containing polysiloxane containing an alkenyl group having the number of moles larger than that of a hydrosilyl group in the cage octasilsesquioxane; a hydrosilylation catalyst; and an organohydrogenpolysiloxane. (In the formula, R<SP POS="POST">1</SP>represents a monovalent hydrocarbon group selected from a saturated hydrocarbon group and an aromatic hydrocarbon group, and R<SP POS="POST">2</SP>represents hydrogen or a monovalent hydrocarbon group selected from a saturated hydrocarbon group and an aromatic hydrocarbon group.
