A control apparatus includes a memory, and a processor that executes a procedure stored in the memory, the procedure including, comparing a first index value with a second index value, the first index value indicating a magnitude of a difference between a coverage in an area to which a communication service is provided by a radio base station to be controlled and a first target value, the second index value indicating a magnitude of a difference between a capacity of the communication service in the area and a second target value, and controlling an operation state of the radio base station that varies at least one of the coverage and the capacity so as to decrease a difference between the first and second index value when the result of the comparing indicates that the magnitude of the difference between the first and second index value exceeds a given value.
