<P>PROBLEM TO BE SOLVED: To provide an optical communication device and an optical communication module capable of easily and surely blocking a passage hole formed in a housing. <P>SOLUTION: An optical communication module 3 houses a photoelectric conversion element 7 and an element substrate 8 in a first housing body 4, houses a terminal substrate 9 having a connection terminal 91 to be connected to a circuit substrate 2 in a second housing body 5, and connects the element substrate 8 in the first housing body 4 and the terminal substrate 9 in the second housing body 5 via a flexible substrate 6. The first housing body 4 is provided with a flange part 42 fixed abutting on a peripheral edge part of the passage hole la of a housing 1 and blocking the passage hole 1a. The flexible substrate 6 connected to the element substrate 8 is fixed by sandwiching it between a cylinder part 41 and a lid 43 of the first housing body 4.
