The present invention relates to the technical field of communications. Disclosed are a method and device for determining a cell range expansion bias (CRE bias) boundary. A first base station configures different CRE bias upper bound values on the basis of different second base stations. This increases the number of user equipment (UE) unloaded to the second base stations, and reduces the rate of dropped calls of the UE. In the present invention, by compiling statistics of SINR of the UE within the coverage of the second base stations, and by determining a first SINR (101), then by calculating the CRE bias upper bound value of the second base stations on the basis of the first SINR, the CRE bias upper bound values of the second base stations are transmitted to the first base station or to a network management system (103). The solution provided in embodiments of the present invention is applicable for use in determining the CRE bias boundary.
