The present invention provides an apparatus for encoding an image, an apparatus for decoding an image for decoding same, and a method for same, comprising: a prediction portion for predicting a current block according to inter- and intra- prediction methods and generating a prediction block; a surplus data encoding portion for converting and quantizing a residual block, which is generated by subtracting the current block and the prediction block; a surplus data decoding portion for decoding the residual block that is converted and quantized by reverse-quantizing and reverse-converting same; and a filter portion for filtering a recovered block, which is generated by adding the prediction block to the residual block that is decoded.
