<P>PROBLEM TO BE SOLVED: To provide a duplicating form using a non-carbon sheet, the duplicating form that can arbitrarily change color tones to be developed at an arbitrary position of a color developing layer, and can develop multiple colors, and to provide a method of manufacturing the duplicating form that facilitates manufacturing the duplicating form. <P>SOLUTION: In the duplicating form 1, a non-carbon upper sheet 2 in which a first color developing layer 6, a first filling layer 7, and a second color developing layer 8 are sequentially provided on the backside of a substrate 4, and a non-carbon lower sheet 3 in which a developer 11 is provided on the front surface of a substrate 5 are overlapped so that the second color developing layer 8 of the non-carbon upper sheet 2 comes into contact with the developer layer 11 of the non-carbon lower sheet 3.
