<P>PROBLEM TO BE SOLVED: To provide a blocking agent dissociation catalyst having high dissociation effect at a low temperature and usage of the same. <P>SOLUTION: The blocking agent dissociation catalyst containing a quaternary ammonium salt is expressed by general formula (1) as the blocking agent dissociation catalyst having high dissociation effect at the low temperature (in the formula, each of R<SP POS="POST">1</SP>-R<SP POS="POST">4</SP>represents a 1-8C aliphatic hydrocarbon group or a 6-14C aromatic hydrocarbon group; X represents at least one kind selected from a group comprising phosphate group, borate group, bicarbonate group, carbonate group, (a) denotes an integer of 1-3, (b) denotes an integer of 1-3).
