The method comprises: transmitting a CA_NS and/or an NS to a user equipment (UE) via at least one among the additionalSpectrumEmissionPCell-r10 information element of a primary cell (PCell) in a set of carrier aggregation cells, the additionalSpectrumEmissionSCell-r10 information element of a secondary cell (SCell) in the set of carrier aggregation cells, and the additionalSpectrumEmission information element of a cell in a non-carrier aggregation, thus allowing the UE to determine an additional power back-off required during carrier aggregation or non-carrier aggregation, where additionalSpectrumEmissionPCell-r10 and additionalSpectrumEmissionSCell-r10 are used for indicating the CA_NS, and where the additionalSpectrumEmission is used for indicating the NS. The embodiments of the present invention ensure that the user equipment is allowed to acquire a correct additional power back-off value.
