PURPOSE: An apparatus for transmitting and receiving an AL[Application Layer]-FEC[Forward Error Correction] and a method thereof are provided to enable an AL-FEC packet transmission and an AL-FEC packet reception which support a FEC code having various code rates. CONSTITUTION: An AL-FEC packet transmitting device includes an AL-FEC packet generator(113) and a transmitter(117). The AL-FEC packet generator generates AL-FEC packets. The transmitter transmits AL-FEC packets to an AL-FEC packet receiving device. Each of AL-FEC packets includes an AL-FEC code word symbol and an AL-FEC header. The AL-FEC code word symbol is one of AL-FEC code word symbols which are included by an AL-FEC code word block. The AL-FEC header includes order information showing the order of the AL-FEC code word symbol in which the AL-FEC header is inserted among AL-FEC code word symbols which are included by the AL-FEC code word block.
