PURPOSE: A resource assignment method and a device thereof are provided to schedule a plurality of terminals which request low date transmission rates and to maintain compatibility with a data channel structure of an existing terminal. CONSTITUTION: A wireless communication unit transmits and receives a control channel or a data channel. A controller(1009) controls the wireless communication unit in order to transmit the control channel including a downlink resource assignment information to the terminal. The controller controls the wireless communication unit in order to transmit the assigned data channel to the terminal according to the downlink resource assignment information. The control channel includes resource assignment information for two or more terminals within a resource block assigned to the two or more resource groups.
