<P>PROBLEM TO BE SOLVED: To appropriately control circulation pumps during unit operation in a thermal power station comprising a plurality of the circulation pumps. <P>SOLUTION: When starting a unit, based on the start timing of circulation pumps in selected past operation data, the timing to start the circulation pumps is determined and the circulation pumps are started.
