<P>PROBLEM TO BE SOLVED: To provide a cement composition and the like having strength developing properties equal to that of moderate-heat cement and hydration heat lower than that of the moderate-heat cement. <P>SOLUTION: In a low hydration heat cement clinker which includes 40-50% of C<SB POS="POST">3</SB>S, 30-40% of C<SB POS="POST">2</SB>S, 3-5% of C<SB POS="POST">3</SB>A, and 9-13% of C<SB POS="POST">4</SB>AF; a content of Mo per 1 kg of the clinker is ≤30 mg.
